Bidbanao drafts bid documents from what you paste; it isn't legal or procurement advice and doesn't submit bids. The tender document always prevails - verify eligibility, benefits and formats against it and the portal's rules before submitting.
Who it's for
- "We're a 20-person IT firm and want to bid on GeM, but the documents are overwhelming."
- "We lost the last tender on a technical point. I want a compliance check before we submit."
- "A PSU RFP has 120 clauses - I need a compliance matrix fast."
- "Are we exempt from EMD as an MSE?"
Why people use Bidbanao
Small businesses lose tenders they could win - not on price, but on paperwork. A missed eligibility document, a deviation buried in a long technical response, an experience certificate in the wrong format, a methodology that doesn't answer the scope point by point, and the bid is technically disqualified before anyone opens the price. Consultants who write bids charge per tender, and large firms have whole bid teams. Bidbanao reads the tender's requirements you paste and gives you a bid-or-skip verdict, an eligibility check against your company's facts, a clause-by-clause compliance matrix (complied / deviation / clarification), the technical proposal and methodology structured exactly to the scope and evaluation criteria, the covering letter, and pre-bid queries worth asking. It also flags the benefits you may be entitled to - EMD exemption and purchase preference for Udyam-registered MSEs, relaxations for DPIIT-recognised startups, Make in India local-content preference - so you don't leave them on the table.

Frequently asked questions
Are MSEs exempt from EMD in government tenders?
Under the Public Procurement Policy for MSEs, Udyam-registered micro and small enterprises are generally exempt from paying tender fees and EMD for the goods and services they are registered for - but the tender document decides. Check the clause, attach your Udyam certificate, and ask in a pre-bid query if it's unclear.
Can a startup bid without the prior turnover or experience?
Many government tenders relax prior turnover and experience criteria for DPIIT-recognised startups, subject to meeting quality and technical specifications - but not all. The eligibility check tells you what this tender says.
What is a compliance matrix?
A table that lists every requirement in the tender and states, clause by clause, whether you comply, deviate or need clarification, with a reference to where in your proposal it's addressed. Evaluators use it to check your bid quickly - and missing it is a common reason for technical rejection.
Does it work for GeM bids?
Yes - for GeM bids and reverse auctions it checks the bid's ATC (additional terms and conditions), eligibility and document list, and prepares the technical documents and compliance statement. GeM catalogue and seller registration are separate steps you do on the portal.
Will it fill in our experience and certificates?
Only from what you provide. It never invents projects, turnover or certificates; anything missing is left as a clear [placeholder] and listed in the checklist.
What does it cost?
Your first bid check each day is free. A full bid pack costs ₹249 / $5 with 3 revisions - far less than a bid consultant's fee per tender.
