Bidbanao: frequently asked questions
Tender and RFP Bid Writer
Are MSEs exempt from EMD in government tenders?
Under the Public Procurement Policy for MSEs, Udyam-registered micro and small enterprises are generally exempt from paying tender fees and EMD for the goods and services they are registered for - but the tender document decides. Check the clause, attach your Udyam certificate, and ask in a pre-bid query if it's unclear.
Can a startup bid without the prior turnover or experience?
Many government tenders relax prior turnover and experience criteria for DPIIT-recognised startups, subject to meeting quality and technical specifications - but not all. The eligibility check tells you what this tender says.
What is a compliance matrix?
A table that lists every requirement in the tender and states, clause by clause, whether you comply, deviate or need clarification, with a reference to where in your proposal it's addressed. Evaluators use it to check your bid quickly - and missing it is a common reason for technical rejection.
Does it work for GeM bids?
Yes - for GeM bids and reverse auctions it checks the bid's ATC (additional terms and conditions), eligibility and document list, and prepares the technical documents and compliance statement. GeM catalogue and seller registration are separate steps you do on the portal.
Will it fill in our experience and certificates?
Only from what you provide. It never invents projects, turnover or certificates; anything missing is left as a clear [placeholder] and listed in the checklist.
What does it cost?
Your first bid check each day is free. A full bid pack costs ₹249 / $5 with 3 revisions - far less than a bid consultant's fee per tender.
